Narrow bare except: to except Exception:

org.openrewrite.python.cleanup.DoNotUseBareExcept

An unqualified except: intercepts every exception, including SystemExit and KeyboardInterrupt. Specifying Exception restricts the handler to ordinary runtime errors.
