Migrate imperative spring-retry usage to Spring Framework 7

Migrate imperatively constructed spring-retry RetryTemplate beans to Spring Framework 7. Retypes ExponentialBackOffPolicy and ExponentialRandomBackOffPolicy to spring-core ExponentialBackOff, and FixedBackOffPolicy to FixedBackOff; rewrites SimpleRetryPolicy, MaxAttemptsRetryPolicy, NeverRetryPolicy and TimeoutRetryPolicy constructions to SF7 RetryPolicy.builder(); folds retryTemplate.setBackOffPolicy(...) into that builder; and retypes RetryTemplate to SF7. A UniformRandomBackOffPolicy set on the template is folded into the builder's .delay(Duration) / .jitter(Duration) pair, as SF7 has no standalone BackOff for it. TODO comments mark what has no clean SF7 equivalent: the randomization of ExponentialRandomBackOffPolicy, unfolded UniformRandomBackOffPolicy usages, and AlwaysRetryPolicy (RetryTemplate exhausts at Integer.MAX_VALUE by design). NoBackOffPolicy is left untouched, and ExponentialBackOffPolicy.setSleeper(...) calls need manual attention after the type change.

Usage​

Run this recipe

This recipe has no required configuration options. Users of Moderne can run it via the Moderne CLI.

You will need to have configured the Moderne CLI on your machine before you can run the following command.

If the recipe is not available locally, then you can install it using:

RELEASE resolves to the newest release and LATEST to the newest build of any kind, including snapshots. Either one lets mod config recipes upgrade pull in later versions without editing this command; a pinned version stays where you put it.
