Rename Form.OnClosing/OnClosed to OnFormClosing/OnFormClosed (WFDEV004)

OpenRewrite.Recipes.Net10.FormOnClosingRename

Renames Form.OnClosing to OnFormClosing and Form.OnClosed to OnFormClosed for .NET 10 compatibility. Parameter type changes (CancelEventArgs → FormClosingEventArgs, EventArgs → FormClosedEventArgs) must be updated manually.
